These blocks let you add a summary of news / blog item along with a link to that page, simply by selecting the page title.
Feature another page by adding it to an existing section. Click the + button then select:

Under the content tab, select:
Featured page (type title and autocompletes)
Format - choose Vertical / Horizontal / Small
Featured content: news/blog - Format: Vertical (in three column section)
